Drain and Refill Forks R25/2

Just how does one get the fork fluid in the R25/2?  The rider's manual doesn't say much other than to fill, put it in via the cap at the top of the fork or to open the top of the rubber bellows and pour it in.  Does that mean that opening or loosen the bottom of the bellows is all that's needed to drain it?
